Todd Jeter, LCSW, CADC III

Todd is a Licensed Clinical Social Worker, Certified Alcohol and Drug Counselor, and co-founder of Fjord Counseling. He is a recognized leader in behavioral health and health equity, with a deep commitment to transforming systems of care to be more just, inclusive, and person-centered. Todd currently serves in executive leadership for a regional Coordinated Care Organization, where he oversees a cross-functional Health Equity Division spanning behavioral health strategy, member advocacy, and social determinants of health. He is a frequent contributor to statewide policy and reform efforts, offering expertise in Medicaid, equity-centered contracting, crisis system development, and value-based care. Todd brings a rare blend of clinical insight, systems strategy, and policy acumen to every level of his work. He has held senior roles across nonprofit, public health, and integrated care settings—including leadership within Federally Qualified Health Centers, residential treatment programs, and Medicaid managed care. He regularly serves as a behavioral health subject matter expert on Oregon Health Authority advisory committees and lends his voice to shape legislative concepts that advance equitable access, provider sustainability, and member-centered care. As a therapist, Todd brings more than a decade of direct service experience in emergency departments, hospitals, primary care, residential, and outpatient settings. His clinical work focuses on trauma, co-occurring disorders, anxiety, depression, chronic stress, and identity development. He integrates evidence-based modalities including EMDR, DBT, CBT, ACT, Motivational Interviewing, and Internal Family Systems (IFS), always through a person-centered, trauma-informed, and equity-rooted lens. His approach is grounded in the belief that healing is both personal and environmental—and that every person carries innate dignity, wisdom, and capacity for change. Todd’s work is also deeply shaped by his practice of Soto Zen and his dedication to liberation psychology, intersectionality, and the growth of critical consciousness. Karen has been a Licensed Therapist for 35 years. She received her Masters of Social Work from California State University, Sacramento but considers herself a true Oregonian, living in the Willamette Valley since 1995. During her time as a social worker, Karen has worked with adolescents, adults and older adults, and employs a behavioral approach accompanied by an appreciation for the importance of meeting each individual where they are at on their journey. She has a young mind with an insatiable appetite for learning how to best care for others. Karen has served in a variety of community based organizations and has expertise in helping her clients and their families navigate the complex “systems” of health care and social support. Because Karen has lived experience caring for family members with mental health concerns and has supported her own mother through the ageing process, cognitive decline, and an eventual journey through hospice, she has a unique appreciation for the challenges of caregiving across the life cycle. Karen has been married for many years and is the mother of two sons and grandmother to two little girls who bring her joy and awaken her inner child. Karen loves the Oregon lifestyle and has a strong need to be outdoors. Jenna is a queer, neurodivergent, licensed professional counselor who is passionate about using their strengths to build community and help others navigate an ever-changing world. Kirsten has dedicated her career to addressing the intersection of behavioral health, medicine, and the social determinants of health. She has extensive experience working in primary care, population health management, and rural healthcare, with a deep passion for serving marginalized and underrepresented communities. Her work has spanned roles in both Federally Qualified Health Centers and Oregon Health Plan Coordinated Care Organizations, where she led program restructuring efforts and helped design innovative wraparound care models to better serve rural Oregonians. Kirsten also played a pivotal role in the rollout of COVID-19 vaccines, managing large-scale vaccination events to ensure equitable access to care. In addition to her leadership in program development, Kirsten has managed teams of healthcare professionals, Traditional Health Workers (THWs), and care coordinators, bringing a collaborative and equity-focused approach to her work. She has also worked with Oregon Health & Science University, further expanding her expertise in healthcare systems and interdisciplinary team management. Kirsten has a strong interest and background in research and data-driven approaches to care, leveraging analytics and evidence-based strategies to improve health outcomes and drive meaningful system change. Outside of her professional life, Tabetha enjoys snowboarding and lakeside getaways with her partner.
